Vishwambhara Kumbharathi CEP PSP

Vishwa Kumbharathi, CEP PSP, is an accomplished project controls manager with over a decade of experience in cost estimating, project controls, and strategic cost management. Currently serving in the PDPS Estimating Department at Amtrak Capital Delivery, he plays a pivotal role in managing budgets and ensuring the financial success of large-scale public infrastructure projects. Prior to this, he was the lead estimator at JCMS, where he spent seven years delivering cost-efficient solutions for complex construction projects.

Before moving to the United States in 2015, Vishwa built a solid foundation in project controls and engineering in India. He gained early career experience in cost estimation and project scheduling within the energy and infrastructure sectors, where he honed his technical skills and established a reputation for delivering reliable and comprehensive project cost analyses.

Vishwa holds a master’s degree in civil engineering from Clemson University, where he specialized in construction engineering and project management, further strengthening his expertise in managing large-scale, multifaceted projects. His educational journey also includes a bachelor’s degree in civil engineering from India, giving him a global perspective on engineering practices.

A Certified Estimating Professional (CEP) and Planning and Scheduling Professional (PSP) accredited by AACE International, Vishwa brings technical rigor and proven expertise to his roles. His certifications reflect his commitment to maintaining the highest cost management and project controls standards.

Through thought leadership and education, Vishwa is deeply involved in advancing the project controls profession. As vice president of the New Jersey Section of AACE International, he has revamped the mentor network and strengthened university outreach, inspiring students to pursue careers in project controls. He is also developing a micro-credentialing course with Georgian College in Canada to bridge skill gaps and elevate professional standards in the industry.

A recognized expert and thought leader, Vishwa has received multiple awards, including AACE International’s Outstanding Rising Professional and ACEC NJ’s Emerging Leader distinction. He is a frequent speaker at industry conferences, presenting innovative research on risk-adjusted cost estimating for public transit projects and the cost impact of supply chain disruptions on near-site logistics. Vishwa will present two technical papers at the upcoming AACE Conference and Expo, June 15-17. His presentation titles are as follows:

Beyond his professional achievements, Vishwa is a committed mentor and volunteer, making an impact across international borders. He is a Clemson Young Alumni Council member and actively integrates engineering expertise into community development initiatives. Vishwa’s journey exemplifies resilience and dedication, showcasing his contributions to the industry and society.
